摘要 本文详细介绍了美国学前特殊儿童享有的受教育权利和学前特殊教育的原则,分析了我国学前特殊教育及其政策法规的现状,剖析了我国学前特殊政策法规方面的不足:特殊教育法律不完善、法律条款粗略缺乏操作性、缺乏问责机制等。作者建议完善现行特殊教育政策法规,细化现有相关法律条款;明确责权关系,加大执法力度;建立评估验收"一票否决"预警方案,从而促进学前特殊教育发展。 The paper introduces American special children's right to receive education and the principles of preschool special education in detail, and analyzes the current situation of special education as well as the correspending policy and regulation in our country. Furthermore, the deficiency in policy and regulation of preschool special education in our country is explored: special education law is not sound, articles in the law are general and not feasible, and lacking responsibility system. The authors suggest that current policy and regulation of special education should be perfected, related articles should be narrowed down, relationship of responsibility and right should be clarified, efforts of law enforcement should be intensified, and assessment and acceptance system of "one - vote no" warning project should be built to promote the development of preschool special education.
