One of the most important contributions of the 17th National Congress of the Communist Party of China is the detailed elaboration on the historical position, scientific content, spiritual essentials and ultimate demands of the concept of the scientific approach of development. The key to the implementation of the congress＇s decisions is to fully understand the content of the concept of scientific development.
