东北老工业基地信用缺失问题严重。而信用制度建设是构建社会主义和谐社会的一个重要举措,也是东北老工业基地经济发展的重要保障。基于东北老工业基地信用缺失问题,其信用制度的创新十分重要。东北地区只有构建良好的个人信用制度、企业信用制度和政府信用制度,才能为东北老工业基地的振兴提供必要的制度保障。

The situation of credit lack confronting northeast old industrial base is grave. Inproveing credit system is a important move to build a harmonious socialist society and a important guarantee of the economic dcvelvpment of northeast old industrial base. So the innovation of credit system is extremely important. Only by building good individual credit system, enterpnises＇credit system and governments＇credit system can northeast region provide necessary guarantee for revilalizing the northeast old industrial base.
