针对煤矿生产环境的特殊性,在分析传统煤矿安全管理模式不足的基础上,从安全系统工程的角度,建设性地提出了我国煤矿安全管理的立体化模式,指出影响煤矿安全多要素之间的相互关系和作用,进一步探索了实施和运作煤矿立体化安全管理模式必备的条件,为开展煤矿安全管理的创新和实践诊断提供一个新的视角。

This paper aims at the special environmental of mine, and on the lacking foundation of analyzing the traditional mode of mine safety management , and from the view of safety systems engineering, gives the stereo - mode of mine safety management in our country constructively, indicates the correlations and effects between the different factors of mine safety, farther groping for the integrant condition of carrying out the stereo - mode of mine safety management, consequently offers a new view of innovation and practice in mine safety management.
