With the continuous development of international trade, problems such as the B/L Crisis frequently occur.and the dehvery of cargo withoul B/L is a typical phenomena.We will proceed with the legal nature of B/L,the role of L/G and analyze a number of legal issues, to propose solutions to the delivery, of cargo without B/L. At last, they can henefit the legal theory and judicial practice.
