摘要
生产者延伸责任制度(Extended Producer Responsibility,下文简称EPR)有助于解决废旧产品引发的环境问题,并提高产品整个生命周期内的环境绩效。目前,我国有关部门正在组织探讨汽车行业EPR的实施模式。本文首先构建了EPR的实施绩效及作用机理的概念模型,并对生产者行为策略、系统实践改进及绩效改进之间的关系进行了假设;以我国汽车行业为例,利用统计分析方法,从实证角度对假设模型进行检验并修正,提出我国EPR的实施绩效及运行机理实证模型;最后提出建议。
Extended Producer Responsibility(EPR) could contribute to resolve the environmental problems of end-of-life products,and increase the environmental performances in the whole life cycle of products as well. The Chinese government is starting working on the development of EPR in the car industry recently. Based on previous researches, this paper sets up a conceptual model of performance and mechanisms of EPR. Hypotheses of the relationships among behavioral strategies, practice improvements and performance improvements are generated afterwards. These hypotheses are testified by statistically analyzing data from over ten major car producers in China. As a result, an empirical model on performance and mechanisms of EPR based on Chinese automobile industry is formulated accordingly. Suggestions are given in the last part.
