Thoughts on Land Consolidation in the Pearl River Delta

分析了珠江三角洲各种不合理的土地开发利用方式,及由此引起的区域土地利用结构和布局的问题,地表格局被剧烈改变的问题和对地区生态、环境和景观的影响,据此论述珠三角土地整理的重要性和迫切性,并进一步提出构筑生态网络、保护战略性空间资源、适度还塘还涌等土地保护和整理的建设性建议。

Land consolidation, a main part of land use planning, is an important way to replenish cultivated land and adjust land use structure. With the rapid economic development in the Pearl River Delta （PRD）, a great amount of farmlands have been turned into construction lands. There are a lot of irrational patterns of land use in the PRD, such as large-scale change of landform, filling up the waters, exploiting wetlands randomly and out-of-order construction, which have lead to serious changes of land use structure and layout, ecological balance, environment and landscapes. It is considered that land consolidation in the PRD has become an extremely urgent task. Aimed at the problems, some measures are put forward： to construct an ecological network, to protect foundational landscapes and cultivated land, and to recover parts of ponds, streams and rivers which have been filled up.
