A fee collecting system of I/O flows through campus networks is described. It is necessary to design the system in China because of the high cost of renting X.25(or DDN) telecommunication lines.With the campus networks of Southwest Jiaotong University being taken as an example, the principle and design methods of hardware and software of the fee collecting system are presented in detail through analyses on the structure of campus networks including the gateway, PacketDriver programming and the TCP/IP datagram.
