从“效率优先,兼顾公平”到“效率与公平并重”

Talking about the Change in the Income Distribution Principle

"效率优先,兼顾公平"的提法在当时的历史条件下,对我国改革开放和现代化建设起过重要的的作用,随着改革开放的不断深入,其自身显现出明显的局限性。文章认为,实现从"效率优先,兼顾公平"向"效率与公平并重"的过渡,是对我国分配制度内涵的丰富和完善,是贯彻落实科学发展观的必然要求,是贯彻以人为本、构建和谐社会的需要,也是我国分配原则的必然走向。

The income distribution principle of ＂giving priority to efficiency with due consideration to fairness＂ once played an important role in promoting the reform, opening up the modernization drive in the country under the historical conditions at that time. But now, with the reform and opening up deepening, the principle has manifested its limitations. The article ho!ds that the transition of the principle from ＂giving priority to efficiency with due consideration to fairness＂ to ＂laying equal stress on both efficiency and fairness＂ makes the country＇s income distribution system enriched and improved, meets the requirements of implementing the scientific outlook on development and the people first concept, and building a harmonious society.
