建设和谐稳定的社会主义新农村,是党中央从贯彻落实科学发展观、构建社会主义和谐社会的全局出发作出的重大战略部署,是我国现代化建设进程中的重大历史任务。而农村社会保障制度的建立健全则是我国新农村建设的重要内容。为了经济发展和社会稳定,在社会主义新农村的建设过程中,我们要结合国情,与我国的经济发展水平相适应,逐步建立符合社会保障发展趋势的农村社会保障制度,并借助于法律的手段建立覆盖全国的"城乡一体化"的社会保障制度,从而实现社会保障的"全民化"。
