摘要
该文设计了6层林业电子政务企业架构框架静态模型FSM,以及FSM各层次中包含的参考模型,这些参考模型可用于描述构建林业电子政务信息系统的方法、技术标准规范和用于交互的信息。FSM各参考模型中包含的信息被存储在数据库中并通过网络发布,以便各林业管理机构能够共享企业架构信息。该企业架构设计可以帮助决策者对IT项目进行选择,对IT投资进行评估;能够帮助林业管理机构实现软件重用,进而降低系统TCO;能够帮助林业管理机构实现机构之间的互操作性或信息共享。
This paper presents a forestry E-Gov enterprise architecture framework static model (FSM) with six layers and each layer contains a reference model. These reference models contain the information of methodologies, technologies and specifications used for the construction of forestry E-Gov information system. Information contained in a reference model of FSM is stored in the databases, which are issued through network so that all forestry management organizations can share the enterprise architecture information. The enterprise architecture framework could help decision-makers to choose IT projects and appraise IT investment. Also it could help the forestry management organizations to realize software reuse, interoperability and information-sharing, to reduce total cost of ownership (TCO) of the forestry E-Gov system.
