论文借鉴国内外公共图书馆总分馆制的发展模式及特点,针对我国公共图书馆目前正在建设中的几种总分馆管理模式,提出适合哈尔滨市图书馆实施总分馆制的选择策略,旨在促进哈市公共图书馆总分馆制的健康实施与良性发展。

Using the development modes and the features of the System of General Library and Branch Library of foreign and domestic public libraries, this paper analyses the management modes of several Systems of General Library and Branch Library of the public libraries of our country., which are currently building now, puts forward the strategy for the implementation of the System of General Library and Branch Library of Harbin public libraries, in order to promote the healthy implementation and the development of the system of Harbin public libraries.
