Evolution and Path Selection of Food Security Policy in China

在我国粮食安全政策以政府为主导的市场趋向强制性变迁和以调整利益关系、保护农民利益为核心的渐进性变迁中,粮食安全政策变迁所面临的农业资源与环境约束日益凸现;坚持粮食生产与流通市场化路径、强化粮食生产资源与环境保护、提高粮食综合生产能力、保护农民生产粮食积极性、完善粮食安全的政策与法制建设和粮食安全机制建设、节约粮食安全成本,是深化我国农业多重转型中粮食安全政策变迁的路径选择。

Evolution of food security policy has two mode： compulsive evolution dominated by government and gradual evolution oriented by adjusting advantage relationship and protecting interest of farmer. Under these two modes, constraint of agriculture resources anff environment of evolution of food security policy is binding. The path selection of food securitypolicy in multi-transform of agriculture consists of following market path of food production and circulation, strengthening protection of food production and environment, improving overall productivity of food, protecting farmers＇ positivity in food production, consummating mechanism, policy and law of food security, and reducing cost of food security.
