湖北省循环农业发展状况评价与政策建议

Evaluation of Cyclic Agriculture Development and Policy Suggestions in Hubei Province

本文运用层次分析法,从经济与社会发展、资源减量投入、资源循环利用、资源环境安全4个方面,构建出评价湖北循环农业发展的评价指标体系。在此基础上,采用加权函数法及聚类分析法,对2005年湖北13个主要地级市的循环农业发展状况进行了综合评价,并按照各地级市的循环农业发展水平,将其分别归类到中下等水平、中等水平、良好水平3个等级中;继而通过计算各指标制约度Bi,分析了13个主要地级市循环农业发展的限制因素,发现不同地区限制循环农业发展的因素存在较大差异,并据此提出了相应的政策建议。

The thesis first use AHP, from economic and social development, resource reductions inputs, recycling resources, resources and environmental safety aspects, constructs evaluation of the agricultural development cycle indicator system of Hubei. On this basis, through the use of weighted fimction method and cluster analysis, comprehensive evaluate 13 major cities in the cyclic agricultural development in 2005 of Hubei and in accordance with the municipal level in the cycle of agricultural development level, the difference will be relegated to three ratings： lower-level, intermediate level and good level. Secondly, by calculating the degree Bi indicators constraints, analysis the constraints to the agricultural development cycle in 13 major cities, find the limited factors of different areas on the agricultural development cycle exist great difference and accordingly advance the corresponding policy suggestions.
