任何创新活动都是社会性活动。创新活动的实现是创新功能要素系统发挥作用的结果。创新功能要素系统主要由创新主体元、创新客体元、风险资金元和社会基础、评价元四个要素元构成。在这个创新功能要素系统中,各功能要素都有其特定的功能和作用。

Any innovation action is a social action. The realization of innovation action is the result from the action developed by innovation function element system. The innovation function element system is mainly composed of the following elements, i. e. the innovation main body element, the innovation objective element, the risk -capital element and the social foundation as well as the evaluation of the above four elements. In this innovation function element system, every function element has its own special function and action respectively.
