摘要
SPS措施的通报是WTO各成员国构筑技术性贸易壁垒,设置安全屏障的主要手段,是国际贸易较量和竞争的主要阵地,也是获取其它国家通报信息的主要平台;科学评议各国的SPS措施,有助于提高在国际贸易中的竞争力,也是各WTO成员国的基本权利。从对美国SPS对外通报以及评议工作的分析探讨,发掘其通报评议机制的特点,以期为完善我国的SPS通报评议机制提供参考和借鉴。
SPS （Sanitary and Phytosanitary Measures） notification is the main means to build technology barriers and install safety barriers by the members of WTO. It is also a major battlefield of international trade and competition, as well as a main platform to access to the notification from other countries. Scientific appraisal of SPS measures of WTO members can facilitate the competitiveness in international trade. It is also regarded as the basic rights for the WTO members. Based on the analysis of the American SPS notification and appraisals, this thesis explores the characteristics of the notification and appraisals work to provide reference of perfect SPS notification and appraisals mechanism of China.
