摘要
环境激励工具包括法规与标准管理、经济激励手段与教育手段。对各种激励手段进行比较分析，并对其发展进行了探讨。
Environmental incentive instruments included laws and standard-management,economic incentive instument and education instrument. Every incentive instruments were compared and analysed. Also their development were discussed.
