建设创新型城市的湖南发展战略研究

Hunan Provincial Strategies for Innovative City Construction

创新型城市是创新型国家战略在城市层面上的地方化和具体化。湖南要实现跨越式发展,需要在全省建设一批创新型城市。针对湖南建设创新型城市存在的主要障碍,现阶段我们应在科学发展观的统领下,根据我省城市自身的实际,正确选择关键产业和技术;政府应从市场、政策、文化等方面为创新营造良好的环境,构建一个适宜创新的氛围;同时,要进一步健全创新机制,培养一批创新人才,发挥园区的基地作用,以促进创新持续协调发展。

The construction of innovative cities is a part of the national innovation strategy and critical step for Hunan province to realize its leap frog development. This paper analyzes the main obstacles for the construction of innovative cities for Hunan province. It is concluded that a scientific development strategy depends on the understanding of the environment and the allocation of priority on industries and technologies. The government can try to build a suitable atmosphere for innovation. New management institutions should be designed; high level human resources should be imported; innovations bases should continue to work as promoters for the coincident development of the province.
