组织的社会责任就是组织必须承担所有与其有关的员工、环境、顾客和其他与组织有关联的人和事的全部责任;组织承担社会责任必须以履行好自身的主要任务和使命为前提;此外,德鲁克认为,关键在于把社会的需要转变成组织取得业绩的机会。德鲁克强调惟有建立起"以责任为基础的组织",才能从根本上解决组织社会固有的社会问题。德鲁克的社会责任理论,为我们构建"以责任为基础的政府"提供了重要借鉴意义。

It is the social responsibilities for organizations to be charged with the people and things concerning employee, customers, environment, and otherthings relevant. To fullfill the social responsibilities, they must focus on their main tasks and mission in the first place, furthermore, have to turn social needs into the chances for their achievement in the second and key place. That we must establish the organizations based on responsibilites is em-phasized by Drucker in order to solve radically the inherent issues of organization society. Drucker＇s Theory of So-cial Responsibilities to Organizations could be used for reference to our constructing the government based on responsibilities.
