Bringing the Ecology Pursuit into the National Innovation Strategy

鉴于发达国家的创新战略从促进经济增长转向经济与社会的协调可持续发展,以及世界科技经济发展的新形势,我们必须把生态化追求纳入国家创新战略,将追求经济增长的单一目标调整为包括经济高质量增长、自然生态平衡、社会生态和谐有序及人的健康安全与全面发展在内的多目标。这是落实科学发展观、构建和谐社会的客观需要,有利于经济社会协调发展,有利于维护生态安全和公共安全。

In view of the fact that the developed countries innovation strategy turns from promoting economic growth to promoting economy and society coordination and sustainable development and the new situation of science, technology and economy development in the world. We must bring the ecology pursuit into the national innovation strategy, regulate the traditional technical innovation＇s single economic growth target into multi-goals which include the economic high grade growth, the balance of nature, the harmonious social ecology and human health, safety, and full development. This is the objective which demands to carry out the Scientific Outlook Development, build harmonious society, which is advantageous to the coordinated development of economic society, to the mainte-nance of ecology security and the public security. After more than 20 years development by carrying out reform and open policy, the basic condition of this kind of strategic adjustment has already been formed. We must utilize our country administration force and law means to realize this adjustment.
