Russian-Belarus Conflict on Petroleum and Natural Gas:Power-Oriented or Rule-Oriented?

俄罗斯与白俄罗斯油气争端经验表明:欧亚经济共同体内的权力博弈不能有效解决俄、白的油气争端,只用通过健全的区域经济法律规范,才能有效地解决该争端。上海合作组织的能源合作欲得到有效发展也必须依靠规则导向。

The long-term conflict between Russia and Belarus over petroleum and natural gas reveals that such dispute will not be peacefully settled within the European and Asian Economic Communities. Instead, it has to be settled through a healthy legal regulation based on regional economy. China＇s Shanghai Cooperative Organization is faced with similar problems and the Russian-Belarus dispute may provide some clue to the settlement of the Chinese problem.
