论人文社会科学研究弹性评价机制的构建

On Building the Mechanism of Flexible Evaluation of Research on Humanities and Social Sciences

我国人文社会科学研究的评价机制建设经历了定性评价、定量评价阶段,正进入到定性与定量相结合的综合评价阶段。这一阶段的特点是弹性评价,要求定性与定量交叉互补使用,使评价的方式、途径、手段既具有更大的灵活性,又能相互制约和平衡。文章探讨了构建弹性评价机制需遵循的综合评价、连续评价、延时评价、创新至上等基本原则,同时提出了依据这些原则可能采取的几种运作方式。

Through the stages of qualitative and quantitative evaluation, China is building the mechanism of evaluating research on Humanities and Social Sciences and it has entered into the stage of all-round evaluation. This stage is characterized by flexible evaluation and combines qualitative evaluation with quantitative evaluation. In this stage, the approach and method of evaluation are more flexible and conditional, and balance each other. The following principles should be followed for building the mechanism of flexible evaluation： principle of all-round evaluation, principle of continuous evaluation, principle of delayed evaluation, principle of encouraging innovation and so on. This paper puts forward and discusses adoption of several operational methods based on the above principles.
