科学发展观,是党的十七大确定的发展中国特色社会主义必须坚持和贯彻的重大战略思想。高等教育事关经济社会发展的全局,又是民生问题的重要关注点,牵动着全社会的神经,必须坚持以科学发展观统领高校的和谐发展。对新建本科高校来说,深入贯彻落实科学发展观,要坚持解放思想,更新教育理念;要坚持改革创新,提高育人质量;要坚持以人为本,推动科学发展;要坚持统筹兼顾,建设和谐校园。

The scientific outlook on development, established by the 17th National Congress of CPC, is the great strategic outlook to be followed and implemented for developing the socialism with Chinese characteristics. The higher education, which is inseparable from the social and economic development and the focus of people, has to be developed with the scientific outlook on development to constitute the harmonious development of university. For those newly - established universities of undergraduate programme, the sound implementation of the scientific outlook on development has to follow the principle of emancipating the mind and in- novating the educational concept, improving the quality of nurturing the students, human - orientation, and developing the harmonious university.
