摘要
中国大学低下的人力资源管理和开发效能,已成为制约大学办学水平和人才培养质量提高的一个重要因素。实施高等教育质量工程,重点是加强大学教师队伍建设,突破口在于按照系统化思路从整体上设计和推进大学的编制、职务、薪酬和人事决策制度改革,构建有利于吸引和培养高层次人才、有利于激发高层次人才工作积极性和创造性的人事管理机制。
The management and exploitation of the human sources under low pressure in Chinese colleges have restricted the improvement of the college and quality of the students. The implementation of the higher education quality project should focus on the construction of the staff of the college teachers, design and promote the staff, post, wage, and decision of personnel policy systematically from the whole, and construct the personnel managing policy for employing and training more people of high degree and competence and stimulating the people's interest in and creativity for their jobs.
