基于农民资金需求分类的农村金融支持分析

Analysis of Support to Rural Finance based on the Financial Needs of Farmers

我国农民可用地面积由于所在地域不同,存在着很大差异,这些差异决定了不同地域的农民会采取不同的谋生手段,他们的资金需求也各不相同。因此建设新农村,要根据不同地域农民的资金需求,分别给予不同的农村金融支持。在农用地比较充足的地区,要大力扶持现代化农业,加大政府补贴和政策性投入;而在农用地比较不充足的地区,则要大力支持当地乡镇企业的发展,扩大县级分行相对自由的借贷权限,组建乡镇银行。

The acreage of farming land is diverse from area to area in China, and this diversity determines the different ways of living for people in different areas. The need for money varies for people in different areas. In order to build ＂the new countryside＂, we must give diverse financial support to villages in different areas based on the diversity of need for money in those areas. In the areas where the farming land is rather abundant, the allowance, assistance and policy should be boosted to help them build modernized agriculture; whereas in the areas where the farming land is insufficient, the local enterprises should be supported, the loaning power of banks should be enlarged and the town and country banks should be built up.
