我国各地区公共科研机构创新能力测度与比较

The Measure and Comparison on the Public Scientific Research Institutes′Creativity by Region in China

文章针对科研机构创新能力形成的时滞性和功能实现的持续性特点,将全局思想引进密切值评价方法,建立研发机构创新能力评价的全局密切值模型;接着提出地区科研机构创新能力测度的ICOE(投入、载体、产出、环境)指标体系;运用2000-2004年的时序立体数据表,对我国31个地区的研发机构创新能力进行了测算和比较。

In view of the delay in research institutions′innovation capability and the durability of functional innovation,the paper,for the first time,brings the overall idea into the osculation evaluation methods by setting up the global osculating model of research institutions′innovation capacity measurement.Then this paper puts forward the ICOE (input,cartier,output and environment)index system of the provincial and regional research institutions′innovation capability measurement.On the basis of the measure index system and the model,the paper uses temporal and stereo data tables from the years 2000 to 2004,and analyzes the innovation capacity of research institutions in China′s 31 provinces.
