On the Behavior of Government Intervention in Western Forestry Resources Utilization

根据西部林业资源利用中政府干预行为方式的变化,将政府干预介入期划分为四个阶段,通过对各阶段政府干预行为及西部林业资源系统状态演变的对比,分析各阶段西部林业资源利用中政府干预行为效应;指出由于路径依赖的存在,政府干预行为具有一定的局限性,需要政府不断加大投入,通过增加干预力度或进行政策创新来打破"锁定"状态;提出应通过政府行为方式的积极转变,充分发挥社会力量的基础性作用,促进西部林业资源的可持续发展。
