论土地资源的合理开发利用

On the Suitable Development of Land Resoure

论述了我国土地资源在开发利用中存在的耕地面积减少、土地侵蚀加剧、土壤肥力减退、土壤沙化、旱涝灾害频繁等问题,提出了依法管理土地,实行有偿使用,减少耕地占用;严格控制人口增长,减轻对土地资源的压力;加强科学管理,严格控制采伐量,搞好水土保持,防止水土流失;挖掘现有耕地潜力,提高单位面积产量等合理利用与保护土地资源的对策措施。

Discussing the problems of the decreasing of cultivated land, land erosion, going down of the soil fertility, desertification, damage by drought and watedogging, etc. Raising up the suitable countermeasures of managing land by legal, controling the increasing of populating to lightening the pressure soil, controling the cutting to prevent land erosion, increasing output by excavating the potentialities of the soil, etc.
