从转变经济增长方式到转变经济发展方式,从"又快又好"到"又好又快",体现了科学发展观的内在要求。转变经济发展方式,就必须坚持扩大国内需求特别是消费需求的方针。促进经济增长由主要依靠投资、出口拉动向依靠消费、投资、出口协调拉动转变,由主要依靠第二产业带动向依靠第一、第二、第三产业协同带动转变,由主要依靠增加物质资源消耗向主要依靠科技进步、劳动者素质提高、管理创新转变。

It is the intrinsic requirements of scientific outlook on development to put emphasis on the transformation of the mode of economic development. The principle of expanding domestic demand should be strictly stoked to so as to realize the transformation of the mode of economic development. Therefore, the present dependence on investment, exportation, the second industry and the large-consumption of material resources should be changed, and the government should expand domestic demand, esp. consumer demand, realize economic growth through consumption, investment and exportation, and depend more on teehnology and the management innovation.
