The article analyzes penalties i.e. not confforms with the ＂just. fair, open＂ principle in comprehensive norms evaluation method, proposes reasonable low bid as bid winner and points out that cost price examination by experts is the key in reasonable low bid as bid winner. It aims at work out the basis and mature condition and influence factors of reasonable low bid as bid winner as well as the problems should be noticed in its application.
