论城镇化与县级土地利用总体规划修编中土地资源可持续利用问题——以太谷县为例

The Urbanization Speeding up Process and the problem of Sustainable Exploitation of Land Resources of the Revision of the Overall Land Use Planning——A Case Study of Taigu County

分析了土地资源可持续利用的五个特征,结合太谷县自然、社会经济条件及土地问题中存在的主要症结,提出了太谷县土地可持续利用对策,即大力开展宣传教育,强化土地利用者的环保意识;切实保护耕地,实现耕地总量动态平衡;加强生态环境建设,改善生态环境;控制人口,减轻土地承载压力;加强土地宣传教育,加大执法力度等五方面的对策措施,以供指导新一轮的土地利用总体规划修编工作。

five characteristic of sustainable exploitation of land resources were discussed. Based on the nature, social economy and main problems in Taigu County countermeasures were also put forward. They were ： increased land users＇ environmental protection awareness by education and wide propaganda; protected farm land to keep dynamic equilibrium of cultivated areas ; strengthened ecological construction to improve ecoenvironment ;controlled birth rate to lessen the carrying capacity of land ;and enhanced legal education to intensify law enforcement.
