随着建筑业的蓬勃发展，区域工程建设在全国方兴未艾，如何搞好区域工程建设，达到提高工程质量，加快工程施工进度、提高投资效益的目的，实行建设监理制为其提供了强有力的保障。区域工程建设监理的基本思想是；将监理方式划分为单项监理与综合监理，各司其职，共同为同一目标服务；单项监理主要解决项目建设过程中质量、工期、投资控制问题，协助业主管理工程建设，起一种直接的控制作用；而综合监理重点在于对区域工程建设的环境状态，功能性质量、工程建设控制性指标、建设中的各种问题进行跟踪监测、分析和评估，并及时反馈到有关主管部门，发挥间接的宏观调控作用。

The basic concept of the construction supervision to the regional works is based on the supervision way that is divided into individual supervision and comprehensive supervision. For the former, it supervises the quality, time limit and investment control during the period of construction, and assists the owner in the construction management, which only can contribute to the direct control; for the latter, it placesthe emphasis upon the trace monitoring, analysis and evaluation of the environmental state, functional quality, key indexes and other issues arising out of the construction of the regional works, and then feeds back the above mentioned information to the responsible departments concerned, which can play an indirect macroregulatory and control role.
