Speeding up Hydro Development by Input and Policies

我国目前的水力资源开发量仅为蕴藏量的13％，开发潜力很大。近年来，水电开发相对滞后，与国民经济快速发展很不适应，究其原因主要是发展基金问题。解决水电发展资金，一靠投入，二靠政策。直接影响水电发展的政策主要有：建设期的税费政策、实行预竣工决算政策和上网电价问题。

Only has 13% of the hydroelectric potentials so far been developed in China. In the last years,the hydroelectric development has been slow relatively and couldn't meet the requirements for the rapid economic development,mainly resulting from the shortage of development funds. The answer to the funds is the input and the policies that could have direct impacts on the hydroelectric development, such as taxation during the construction,final settlement for expected completion and electricity price of power network.
