摘要
教师聘任制是我国教育人事制度的一项重大改革。发达国家中实施教师聘任制已取得了许多成功经验,也有许多教训值得我们思考。要推行和实施教师聘任制,应从法律的角度实现用人学校与教师之间新型关系的转换,保护这一制度的实施。采用国有民办新运作机制建立的独立学院具有推行和实施教师聘任制的独特优势。
The System of Teachers' Appointment is one of the greatest personnel system reforms in China. The System of Teachers' Appointment in the developed countries has achieved a lot of successful experiences and lessons, which are worthy our learning. To carry out the system, it needs the transition of the relationship between the institute and teachers in the way of laws, so as to ensure the implementation of the system. Independence Institute run by non-governmental sectors but state-owned has its distinct dominance in the implementation of the system_
