大学治理理论及我国大学的治理对策探析

University Governance Theory and the Counter-measures of the Chinese University Governance

大学治理,是指调动与大学利益相关的各种力量,使他们之间通过权力分割、责任分担与利益分享,共同为实现大学教学科研的目标服务。我国现行的大学管理体制中存在一些与时代发展不相适应的问题,要建设具有世界先进水平的一流大学,进行治理结构改革势在必行。建议我国从落实大学的法人地位、建立完善的校长遴选机制、扩大学术权力的地位和作用、鼓励社会力量参与大学事务等方面着手推进大学的治理结构改革。

University governance means mobilizing various groups related to university benefit to push forward the common goal of the university, by sharing the authority, responsibility and benefits. Now, some problems seriously prohibiting university development exist in our university management systems, which appeal for the reforn： under the structure of university governance. Thus, we must grant universities corporation position, perfect president selection mechanis,a, expand academic power and encourage social forces to participate university affairs. Only through these ways can we realize the goal of building the first - rate world level university.
