我国公益性信息服务政府管制分析

本文在分析了公益性信息服务政府管制基本功能的基础上,研究了政府逐步放松进入管制、积极加强投资管制、实行价格分类管制等基本现状;提出采用平等准入、公平待遇,建立规范的退出管制,合理引导投资管制,完善政府价格管制,两手抓质量管制等建议。

The basic situations of government regulation, such as the government being gradually loosening the entry, stepping up investment control and carrying out the classified price control, et al, is summarized at the basis of analyzing the fundamental functions of government regulation for the information service of public interest. Then equal access, fair treatment, the establishment of a standardized exit controls, a reasonable guide investment controls, improving the government＇s price control, quality control simultaneously are suggested to the government regulation for information service of public interest.
