On Motives of Technology Transfer in Different Levels of Organization

从企业和政府两个不同的层面,比较分析了这两类组织实施技术转移的动机及方法。研究发现,政府倾向于广泛传播技术,而企业则倾向于对技术实施控制。因此,技术转移的成功实施取决于创建一种环境激励机制,以激发不同层面参与者的积极性。

The corporation regards the technology transfer as a necessary factor for successful operation; politician and government view it as a method in enhancing the effectiveness of a state. This paper compares the motives of technology transfer and method between corporation and government and analyzes their difference. The analysis reveals the different motives existing at different levels of organization. So for a successful technology transfer, a good environment and measure needs to be build up to animate these motives at each level.
