摘要
在国家鼓励技术创新的环境下,黑龙江省政府陆续出台和实施了一些鼓励企业进行技术创新的政策措施。针对这些政策构建了技术创新政策效果评价指标体系,采用集对分析方法对其进行效果评价和省际间的效果排序。
With China＇s policy of encouraging technology innovation, Heilongjiang provinical government issued and implemented several regulations to encourage enterprise technology innovation.Based on these regulations,the authors construct the performance evaluation indicator system of technology innovation policy, and provide performance evaluation and sort order the performance among provinces.
