本文通过对大量国内外文献的搜集、研读、比较,结合笔者具体工作体会,全面概述了我国海洋观测预报系统的发展历程、取得的主要成就及社会服务功能、与发达国家和国际海洋观测预报业务以及计划的差距;提出了我国海洋观测预报业务未来发展的路线,树立正确海洋观测预报系统的框架,制定完善立体和多学科观测体系的规划,促进和加快新型预报模式的研发和应用。

Based on the large collection of literature, reading more, the comparison and specific work experience, author has comprehensively outlined development course, main achievement and social service function for china marine observation and forecast system： pointed out the gap between outs and eveloped country, international sea observation tbrecast service plan; proposed future develop route is to correct forecasting Ocean Observing System frame, to formulate and consummate three-dimensional and multi-disciplinary observation system plan, to promote and speed up the research and application of new forecasting model.
