关于上海合作组织能源合作的思考

上合组织成员国既有能源资源国,也有能源消费国。能源合作既是上合组织各成员国经济合作的重要接轨点,也是增强该组织活力和凝聚力的重要途径。目前,虽然上合组织能源俱乐部建设尚处协调阶段,但从各种影响因素看,其建立与发展具有良好前景。俄罗斯倡议建立上合组织能源俱乐部,是一具有深远地缘政治和地缘经济目的的战略性举措。组建上合能源俱乐部也符合中国及中亚成员国的能源经济和能源政治利益,有利于增强上合组织的影响力,推动新的国际能源秩序和多极能源格局的形成。鉴于建立上合组织能源俱乐部影响重大,在此问题上必须实行"积极稳妥"的方针。第一步可建立上合组织"能源论坛";待条件成熟时,再适时升格为上合组织框架下的"能源组织"。

Among the member countries of the Shanghai Cooperation Organization, there are both energy-resource countries and energy-consumption countries. Energy cooperation is not only a linking-up point for economic cooperation of all member countries, but an important way to strengthen the vitality and cohesion of the organization. At present, while the forming of the energy club of the Shanghai Cooperation Organization is still in the coordination stage, its forming and development have a fine perspective when considering all influencing factors. The establishment of an energy club sponsored by Russia is a strategic measure with a far-reaching geopolitical and geoeconomic aim. The set-up of the energy club also agrees with the geopolitical and geoeconomic interests of China and the countries in Central Asia. This is favorable for increasing the influence of the Shanghai Cooperation Organization to impel the forming of the new international energy order and multi-element energy pattern. Because of the important impact of the establishment of the energy club under the Shanghai Cooperation Organization, it is needed to undertake an ＂active and safe＂ policy. The first step may be to form an ＂energy tribune＂ of the Shanghai Cooperation Organization and then the tribune may be upgraded to an ＂ energy organization＂ in the framework of Shanghai Cooperation Organization.
