The Harmony between State Administration System and Mineral Resources Management

国家行政管理体制和矿产资源管理的和谐不仅涉及到了管理方面,也涉及到了利益分配关系的和谐、管理权限确定和管理模式选择的和谐,构建和谐、顺畅的矿产资源管理体系,应从如下几个方面着手:①规范划分中央和地方管理矿产资源的权限;②提高管理集中度、理顺利益分配机制;③建立新型的行政管理模式;④建立有效的矿产资源行政管理层级结构间沟通,做好管理和服务的转换;⑤根据地区差异,实行统一原则下的差异化管理。

The paper mainly discusses how to build a harmonious and smooth mineral resources management system,as follows: State administration system and the management of mineral resources harmony involves not only the management aspects,but also relates to the distribution of interests,the identification of management authority and the selection of the management mode.Building a harmonious and smooth management system for mineral resources,we should start as follows aspects: ① rationally dividing the authorities for managing mineral resources of the central and local government;② improving centralized management,and straightening out the mechanism for interest distribution;③ establishing a new mode of administration;④ establishing an effective inter-structural communication for mineral resource administration,and shifting management to services;⑤ according to regional differences,carrying out different management under the unified principle.
