国外水权及水资源管理制度模式研究

Study on Foreign Right to Water and the Mode of Water Resource Management System

水资源作为基本的生活和生产资料,同时也是国家的战略资源;目前我国的水资源量少,但浪费、污染严重且利用水平偏低,因此应借鉴发达国家水资源管理模式:即水权、水价、水务市场、水资源统一管理以及流域管理、城市水务管理等方面的作法,以改善我国水资源管理的现状。

As the basic means of production and life,water resources is also the national strategic resources.At present,China's water resources is getting less and less,as well as serious waste and pollution phenomenon.The paper makes some proposals directed against these problems.It points out that for improving the status quo of China's water resources management,we should draw lessons from the water resources management mode of developed countries,that is,the right to water,the price of water,water market,unified management of water resources,watershed management and urban water work management;and other aspects of the practice.
