劳动者权利观念淡薄,忽视劳动者的权利,二者相互影响,循环积累。必须批判官文化、官本位,改革行政集权体制,完善社会主义经济理论和民主法制,提高劳动者素质,强化劳动者权利意识,落实劳动者社会主体地位。
