摘要
在分析煤炭资源管理现存问题的基础上，提出把经济手段和市场机制引入煤炭资源勘查及开发管理中，通过对煤炭资源实行资产化管理及地勘成果有偿使用等手段，建立符合市场经济要求的勘查管理机制和煤炭资源管理机制，解决煤炭工业可持续发展中的资源保护与保证问题，从而促进煤炭工业的可持续发展。
Based on analyses of the problems in coal resourcesmanagement, it is proposed to introduce economic means and market mechanism into the management of coal resources exploration and development in such a way that a mechanism for exploration management market economy be established through property-wise management of coal resources and paid use of exploration achievements to solve the problem of the conservation and guarantee of coal resources in the course of sustainable development of China's coal industry.
