NATO Enlargement from its Policies toward Ukraine

北约经过两轮东扩,势力范围遍及欧亚大陆,但它并不愿就此止步,而是将乌克兰视为新的东扩目标。北约东扩的基础在于冷战后的特殊国际环境、冷战思维,前苏联、波罗的海国家的政治态度以及北约成员利益的协调。北约东扩虽然强化了北约的国际战略地位,但也给国际社会带来了不确定因素,给新成员国内政外交造成冲击。北约要想在国际社会发挥更大作用,一要去除冷战思维,二要改变以扩大数量为标准的发展模式,三要尊重现有的国际行为准则,唯有如此,北约才能得到真正发展。

Although the influence of NATO has covered Eurasia after its two waves of expansion, it doesn＇t satisfy with its achievement and look Ukraine as the next target for expansion further. The foundation of NATO Enlargement has been the particular international situation during the Post-Cold War period, the Cold War ideology, the political attitude of the Soviet Unior/and the Baltic states, and the coordination among those members of NATO. Although NATO Enlargement has strengthened its international strategic position, it also has brought the international society some uncertain factors, which have affected its new member countries heavily. If NATO wants to play an important role in the future, it has to do something important： First, it should get rid of the Cold War ideology, second, it should change its model of development concentrating on its enlarging quantity, and the third is, it should observe existing rules of the international society. This is the only way that NATO can prolong its life and develop a lot.
