On Legislation of World Heritages in China

保护世界遗产首先且最主要的是世界遗产所在国的责任,在世界遗产的保护上,世界遗产所在国的作用首先表现在保护政策、法津的制定上。我国世遗保护立法初具规模,但法津法规尚不健全,仍是目前世界遗产保护中的一大缺憾。应尽快制定国家级世界遗产龙头法——《中华人民共和国世界遗产保护法》,进一步加强地方立法工作,健全地方世界遗产法律体系,即时修订已有的世界遗产保护法。

First and foremost responsibility of protecting world heritages is on the countries where the world natural and cultural heritages are located. The first step to protect them is to enact laws and policies. At present, the legalization of world heritages begins to take shape in China, but there still needs to be perfected. This paper proposes that China must draw up a national law to protect these heritages as soon as possible, strengthening the legal work at local levels, perfecting local law system on world heritages, and revising in time the existing laws.
