Restructuring and Competition in the Power Sector: International Experience and Revelations

对电力市场改革和重组过程中所取得的成功经验和存在的问题进行反思,有助于推动我国电力市场改革的顺利进行。在对世界各国电力市场的改革绩效、经验教训进行简单回顾的基础上,文章指出了需考虑的问题:实时市场和备用容量市场的市场力的监管问题、提高竞争性电力市场的设计问题、输电服务监管与投资激励机制问题等。竞争力度的设计和产业竞争是当前电力重组和竞争改革最主要的问题。

While the restructuring initiatives are going on, there is much to learn from both the achievements and lessons associated with the practice to date. This paper provides a brief review on the results of the reforms, lessons to be learned and the implications for future reforms, and it proposes issues to be considered in the restructuring process such as regulation on market power in the real-time market, the reserve capacity market, and transmission service, improvement in designing the competitive electricity market, and incentives mechanism for investment. Among these issues, designed competitive intensity and industry competition are the major issues in the current power sector restructuring and competition-oriented reform.
