摘要 为提高华中电网的运行可靠性,针对西欧"11.4"大面积停电事故的发生发展过程及造成的影响,分析了事故产生原因,从大电网互联、能源负荷分布和安全稳定方面对西欧电网和华中电网做了对比分析,并在此基础上结合西欧大面积停电事故的经验和教训,基于华中电网的实际情况,提出了相应的措施和建议来提高华中电网抵御严重故障、应对和处理大面积停电事故的能力,为保障电网的安全稳定运行提供借鉴。 On November 4th ,2006, at around 22:10 the UCTE(Union for the Coordination of the Transmission of Electricity) interconnected grid was affected by a serious incident originated in the North German grid that led to disruptions of supply mainly in the Western part of the system. The preliminary cause of the blackout was the disconnection of the 380-kV-line Conneforde-Diele for the transport of the "Norwegian Pearl" on the Ems River to the North Sea at 22:38. The disconnection of the line and the load flow situation changed unexpectedly in UCTE power grid resulted in a fast increase of the load on the 380-kV line between Landesbergen and Wehrendorf. A few minutes later, the line I.andesbergen Wehrendorf and the other 380 kV-line Beehterdissen Elsen were both tripped at 22:10 hours, by the automatic protective device due to overload. The cascading effect continued towards the south and finally resulted in a separation of the entire UCTE grid into three partial sub-grids. In the area of UCTE power grid, the load was not supplied for a time interval ranging from 0. 5 to 1. 5 hours, 10 million people were affected and 14 500 MW power energy was lost in this blackout. In this paper the development and recovery process of this blackout are introduced and the inherent causes leading to the problems exposed in this blackout are analyzed. From three aspects which are bulk power grid intereonnection, energy and load distribution, the problems faced by security and stability in power system the characteristic between central china power grid and UCTE power grid are analyzed contrastly. Based on the experiences and lessons on the blackout and the actuality in central china power grid, some relevant suggestions are indicated for the grid's security and stability, defense measures to prevent blackouts in Central China Power Grid were presented.
