少数民族地区旅游优惠政策研究

Research on Preferential Policies for Tourism in Minority Areas

我国民族地区经济发展相对滞后,国家曾制定一系列发展民族地区旅游业的优惠政策。目前国家民族地区发展旅游优惠的政策存在银行商业化目标与优惠贷款政策错位、经济基础与注册资本金相互矛盾、国家小旅游交通税收优惠政策缺位、金融优惠政策实施效果欠佳等问题。笔者提出要做好宣传服务工作、放宽银行企业资本金和资产负债率标准、加强东部地区对西部民族地区旅游企业的对口帮扶、开展扶贫协作、增加少数民族地区扶贫贷款以及建立少数民族教育资金的优惠政策等建议。

With the less developed economic situation of the minority areas, the government to develop tourism in minority areas has formulated the preferential pohcies, where, however, some problems exist such as dislocation between banks＇ commercial goals and preferential pohcies of loan, contradiction between economic foundation and registered capital, vacancy of preferential traffic and tax pohcies to tourism, insufficient effect of financial preferential policies and so on. In this article, it is suggested that publicity should be operated properly, standards of banks capitals and axsets habilities ratio be broaden, assistance from eastern areas to western tourist enterprises be improved, the cooperative efforts of alleviating poverty be strengthened, loan of alleviating poverty for minority areas be increased and educational funds for minorities be established.
