民主文化是政治文化的核心内容,民主既是文化层面的民主具有价值性,也是制度层面的民主具有工具性。民主政治建设具有条件性,是文化层面与制度层面的统一,是价值性与工具性的综合体现。民主政治作为人类政治文明的核心内容,从其发展的现实和趋势来看,我们应当更加注重文化层面的民主,理解民主的内涵和价值意义,发挥其政治文化层面的巨大作用。

The democratic culture is the core of the political culture. The democracy is both a democracy of cultural dimension which has value nature,but also a democracy of system-level which has tools nature. The democratic political construction with conditions nature is the unification of the cultural level and system-level, also the comprehensive embodiment of the value nature and tools nature. As the core content of mankind political civilization,from the reality and development trend, we should pay more attention to the cultural dimension of democracy, understanding the meaning and value of democracy meaningful. We should play to the great role of its political cultural level.
